Abstract

Grievance and arbitration processes do not seem to have made a noticeable impact on federal personnel policies and practices. The study holds out the prospect that the administration of the grievance process will become a more significant component of bilateral relations as units grow in size and practitioners gain in experience. Arbitration is rarely resorted to in federal labor-management relations. Unit the grievance process is used extensively and the resources of federal unions approach parity with those of management, arbitration will continue to be absent from the operational dealings of the standard national government bargaining unit.
