Abstract

Public sector bargaining unit structures are analyzed in terms of their resultant effects on productivity and organizational effectiveness. Departmental and occupational structures are considered in detail. Departmental structures are concluded to be superior in terms of management of technological adaptation, productivity improvement, and flexibility to meet future challenges. Occupational structures are seen as facilitating civil service administration and negotiation of agreements.
