Abstract

This article reviews the state of the art of bargaining unit determination. A summary table covering bargaining unit laws and their implementation in the fifty states is provided. Key factors affecting choice of a bargaining unit structure such as community of interest, authority, ability to pay, and the public budgeting process are treated. The article describes the differences between statewide units and departmental structures and highlights implications of each type of unit system for policy purposes.
